Organization of Rural Development & Rehabilitation (ORDR) is a Non-Governmental, Non-Profit and Non-Political Organization registered with the Ministry of Economy (MoEc) under license number. (3958). It promotes and provides development and humanitarian related services to the people of Afghanistan. Since its inception in 1995, ORDR has provided assistance in a myriad of sectors to the most poverty-stricken communities across Afghanistan. Too often; services fail to reach poor people, in access, quantity and in quality. Realizing this, ORDR’s primary goal is to improve service provision by making it people-centric. Job Description

Organization for Relief and Development (ORD) is an Afghan NGO with 15 years of experience in humanitarian relief and development across over 20 provinces in Afghanistan. ORD is committed to empowering vulnerable communities, supporting sustainable economic growth, and providing equal opportunities for all.

Job Description:

The Enterprise Support Officers will be responsible for planning and implementation of micro, small enterprise project in the target communities in Khost, Gardiz, Pul-e-Alam and Sharan. The enterprise officer will conduct needs assessments, design interventions, market assessment, provide technical support, facilitate community mobilization, collaborate with stakeholders, Identification and verification of beneficiaries, and contribute to organizational learning.

Key Responsibilities:

The key duties and responsibilities may include the following but not limited to:

  • Coordination with project stakeholders in the field.
  • Develop and implement strategies to support establishing and growing sustainable economic activities within target communities.
  • Conduct comprehensive market assessments to identify business development and investment opportunities and value chains within the project area.
  • Conduct needs assessment and identifying of beneficiaries according to the selection criteria.
  • Provide technical assistance and capacity-building support to community members and entrepreneurs to enhance their skills in business development, disaster risk reduction, and emergency preparedness.
  • Collaborate with relevant stakeholders, including government agencies, NGOs, local authorities, and private sector partners, to leverage resources and support for economic establishment.
  • Prepare regular progress reports and documentation of best practices and lessons learned to contribute to organizational learning and knowledge sharing.
  • Identify and select existing formal and informal women-led micro enterprises.                                                                                                                                                                                                                                           
  • Provide technical support and developing business plans for micro enterprises and SMEs based on the identified value chain and local market potentials and opportunities.
  • Provide technical support to the team leader /project manager to perform due diligence on potential grantees, including pre-screening business plans based on pre-established criteria.
  •  Provide and complete grant documentation per project requirements, including completing grant applications and negotiating milestone-based grant agreements.
  •  Provide technical support in developing marketing plans to help small businesses achieve their goals.
  •  Support the regional/provincial teams to conduct routine monitoring of the implementation of grant activities as per the agreed milestones ensuring timely disbursement, reporting on targets and indicators.
  •  Provide technical guidance to the team leader and strategic oversight of MSME programming
  •  Liaise with provincial M&E teams to ensure timely assessments, post distribution monitoring and end-line study.
  • Provide technical support in drafting and executing grant agreements with grantees, including negotiating the milestones for each grant
  •  In collaboration with team leader and project tram, provide briefing to the grantees on expectations and process involved in the grant implementation phase.
  •  Provide feedback to the project management team on findings and learnings to reflect field-level realities.

Job Requirements

  1.Education:

• Bachelor’s degree in the field of Business management, or a related field with good understanding of technical, and managerial aspects of implementation of economic empowerment projects.

  1. Experience:

• Minimum of 3 years of experience in enterprise development, livelihood of similar projects.

  1. Skills:

• Strong knowledge of SME development, income generation, and skill-building initiatives.

• Strong written and verbal communication skills in English, Pashto, and Dari.

• Proficiency in MS Office

  1. Other Requirements:

• Commitment to ORD’s mission and values.

• Ability to travel to project sites in southeastern Afghanistan.

• Knowledge of local cultural dynamics and challenges related to SME development, particularly for women and vulnerable groups.
